Akira Inugami is the only survivor of a clan of ancient werewolves who relies on his supernatural powers to solve mysterious crimes. On his death bed the man who raised Joji reveals that he is not his real father and that Joji’s real parents died tragically in a plane crash. Shortly thereafter Joji goes to Japan is search of his sister and his twin brother Toru. Joji’s quickly finds his sister Chihiro who is now blind and lives with their uncle. Joji one evening accidently over hears his uncle who has ties to the criminal underworld discussing his various illegal operations. Joji ‘s eavesdropping is discovered by his uncle who offers him a chance to join the organization. Joji promptly turns his uncle’s offer down which immediately puts his life in danger.

Chen Zhen, a Chinese engineering student in Kyoto, who braves the insults and abuse of his Japanse fellow students for his local love Mitsuko Yamada, daughter of the director, returns in 1937 to his native Shangai, under Japanse protectorate -in fact military occupation- after reading about the death of his kung-fu master Hou Ting-An in a fight against the Japanese champion Ryuichi Akutagawa.

The city of Yūbari in the Hokkaido prefecture has become a ghost town following the presence of Shadow Moon and his minions of Gorgom.
