Two sisters in the Vice Academy try to thwart the crime wave wrought by escaped convict Malathion, who got her name after being exposed to toxic chemicals. An honest new recruit does such a good job at arresting Malathion's gang that the sisters are taken off active duty. To get their jobs back, they try to tarnish the new girl's reputation.

Gang leader Nami (cult film legend Meiko Kaji) kills a member of a yakuza group and goes away to prison. She's sent to an all women prison where she's not exactly welcome. Her fellow inmates torture, humiliate and try to kill her; but the Scorpion prevails long enough to get some justice.

Upon release Reiko reassembles her mob and launches a Machiavellian scheme to engineer a gang war between Hayama's Oba Industries and the formerly dominant Hamayasu Clan. The rival gangs begin killing each other off and Reiko works her way closer to her ultimate vengeance.
