Mary Gray elopes to Atlantic City, NJ, but begins having second thoughts about the marriage. While the general, Bonnard and Fontaine pay a visit to Yousseff, an American newspaper man, Benji Kidd, discovers a secret way in and out of Yousseff's palace, with the aid of Azuri, a dancing girl in love with Bonnard. The latter is forced to resume his role as the Riffs leader, and kidnap Margot until he can convince her of Yousseff's treachery. But Yousseff's men attack the Riff camp and take Margot prisoner.

In New York, Linda hires Jimmy as her private secretary. Connie also arrives in New York, as does the ingenious Baron Rene de Montigny with the intention of marrying the wealthy Miss Gray.

Cynthia is somewhat upset at this turn of events, and decides to go to Paris - the Wickedest City in the World - and get a quiet divorce. Cynthia soon finds out that Paris is a really gay city, especially after Henri de Briac, shows up and offers to be her guide to the delights of Paris (primarily him). Cynthia quickly sheds some of her dowdy ways and dowdy clothes, and is having herself what was once quaintly described as a gay old time. Philip then shows up in Paris, deciding he wants Cynthia back as his wife, and Peggy shows up right behind him and, soon, it is up to Henri to make the pairing-arrangements for the foursome.

Mathews' chicanery seems particularly coldblooded, inasmuch as his daughter Marian is engaged to Jarden's son Walter. When the latter disappears, Mathews asks Ellery Queen to locate the young man.
