On the streets he finds a friend in Mike (Ernest Butterworth), a newsboy. Mike teaches him how to survive but inevitably the boy gets hauled into court. However, the judge sees potential in him and hands him over to be adopted by a young politician. The judge, incidentally, is played by Judge Ben Lindsey, who was famous in his day for his efforts to give delinquent boys a decent chance in life.

Mrs. Doray sits with a Juvenile Court Judge to learn more about problem children and what to do about them. One of the cases involves 13 year old Arthur, "the worst kid in town", who moves cars away from fiire-plugs without the knowledge of the owners. The judge gives Arthur and friend Nutty another chance. However they run into further trouble when they break into Mr. Doray's drugstore to get medicine for Nutty's grandmother. Mr. Doray is not sympathetic and completely against his wife's plan to become Arthur's guardian. More incidents occur with Mr. Doray quick to judge prior to getting all of the facts. Mrs. Doray must choose between her marriage and Arthur.

When Ruth Whitney abandons her two children with her sister Barbara is left to take care of them, at first none of them like it but soon they grow to like each other. Then over a year later Ruth comes back saying she wants her kids and Barbara goes to court to fight for custody.

A tough street kid attempts to rob a post office and is caught. In order to avoid reform school, he takes a job as a messenger with the post office. He finds that he likes it, and when his brother is released from prison, attempts to help his brother go straight. He takes a girl with him who has a brother already in prison. She has visited the prison twice in the month, so is not suppose to visit again. However when the group is completed the girl is included as well as Inspector Farrady. One of the clowns in the show is kidnapped and replaced by a con who wants to get even with two ex-partners. Boston Blackie figures out that a con has replaced one of his clowns but is unable to stop him. Blackie's clothes are stolen and a murder is committed. Of course, the Inspector immediately suspects Blackie of being involved. Now it is Blackie's job to find the killer, exonerate himself and help the girl free her brother.

Members of a teenage gang are sent to the State Reformatory, presided over by the callous Thompson. Soon Patsy Gargan, a former gangster appointed Deputy Commissioner, arrives and takes over the administration to run the place on radical principles. Thompson needs a quick way to discredit him.
