A group of young gunmen, led by Billy the Kid, become deputies to avenge the murder of the rancher who became their benefactor. But when Billy takes their authority too far, they become the hunted.

A turn-of-the-century investigator named Kate Bliss goes to the wide-open spaces of the wild west to capture a gang of outlaws led by a charming "Robin Hood of the plains," leading a band of dispossessed ranchers against a stuffy English land baron who has cheated them out of their property.

Jim Waters arrives at Ed Parks' ranch to find Parks' cattle herd mysteriously increased. Hamp Harvey has been losing cattle and he suspects Parks. But the culprit is Harvey's foreman Brent who gets his orders from the town's leading citizen Sig Barstell. Barstell wants Harvey's ranch and after trying to frame Harvey by killing Parks, Waters takes over and goes after both the killer and the rustlers.

Outlaws of the Pandhandle was the last of Charles Starrett's "formula" westerns for Columbia: hereafter, Starrett would be seen only in the guise of frontier medico Steven Monroe or masked do-gooder The Durango Kid. For the moment, however, the star is cast as Jim Endicott, bound and determined to put an end to the underhanded activities of gin-mill operator Faro Jack Vaughn (Norman Willis). Upon arriving there he finds the bullet-riddled body of his friend. He carries the body to the Banner ranch, the largest in the territory, and is accused by Banner of murdering Tyrell; Banner orders Deputy Sheriff Bill Yount, who is in Banner's pay, to arrest Kane. But Kane has the sympathy of Banner's daughter, Jane, who notifies Inskip of Kane's plight, and Inskip arrives in time to prevent a lynching. Sheriff Kiscade dismisses the murder charge for lack of evidence. Brazos then sets out to find the killer of his friend. Bess Bannister, Jane's sister, is in love with the Banner ranch foreman, Bard Macky, and knowing that Bard killed Tyrell and that Kane will track him down, then hampers Kane's mission somewhat by pretending to be in love with him.

Jim West, foreman of John Calhoun's ranch, falls in love with Helen, the boss's daughter, after rescuing her from a runaway horse. Her brother, Ted, falls into the companionship of Bill Jackson, a notorious gambler and saloon keeper, who persuades Ted to sign I. O. U.'s while under the influence of alcohol. Jim, in company with Red Irwin, a tough deputy sheriff, confronts the gambler and forces a confession. Jackson plans a raid on the Calhoun cattle, forcing Ted to be his ally. Dolores, a dancehall girl, overhears the plot and tells Jim, causing Helen to misunderstand his motives.

King Calhoun comes to the aid of "Ma" Jackson, who is fighting to regain control of the family ranch after her husband's death. Her daughter, June, is desired by the ranch foreman, Pete Miller, who threatens revenge after his is fired.

Eastern millionaire's son Bard finds his father murdered and flies west to see rancher Drew who may know something about it. En route he crashes his plane into Jerry's bathroom; she falls in love with him which makes her suitor Steve jealous.

A rancher is pressured by his cheating wife and a gang leader, into trying to cripple a marshal's gun hand, after that marshal killed his murderous son in self defense.

Bill travels to a new state after the outlaw Scarface saves him from a lynch mob. There he takes a job on the Barton ranch and joins in the fight against gang leader Larkin. Finding a wounded Scarface he helps him recover. Arrested by Larkin's stooge Sheriff, and with another lynch mob after him, he once again needs Scarface's help.

Ma Turner of Red Bluff sends for U.S.Marshal Buck Roberts to investigate a series of wide-spread rustling in the area. Town banker Miller, saloon-owner Duke Mason and the crooked sheriff are in cahoots with rancher John Holt, but they double-cross and kill him. His son Steve witnesses the murder and kills the sheriff. Buck arrives and arrests Steve. Marshal Tim McCall, posing as an outlaw, gains the confidence of the gang and engineers the escape, with Buck's knowledge, of Steve from the jail. Sandy Hopkins, the third Marshal of the trio, poses as a peddler and learns that the gang intends to do away with Buck and rides to the Turner ranch to warn him. Known as the White Outlaw for the kerchief he wears, Johnny Douglas decides to go straight. Getting a job as a cowhand he gives the kerchief to his new friend Ted Williams. When the rancher's daughter, the girl friend of Ted, agrees to marry the man holding the note on the ranch so he won't foreclose, Ted uses the kerchief when he robs the stage. When Ted is spotted and jailed, Johnny has a plan to return the money and clear Ted.

The Bearcat, alias The Singin' Kid, crosses the Rio Grande into Three Pines, singing bloodthirsty verses, but in spite of these, he makes friends with Sheriff Bill Garfield and likewise with Alys May, daughter of cattle rancher John P. May, by saving her from a runaway. As a reward, he gets a job on the ranch and falls in love with Alys, though warned she is engaged to Aitken, her brother's college chum.
