Battle scenes are well-executed and script delivers some memorable scenes, but overall competent helming and thesping are powerless over writer-cum-Tokyo governor Shintaro Ishiara's repetitive storytelling. A post-war postscript adds considerable length to an already over-extended narrative. Tech credits are good quality.

During World War II, Chinese guerrillas fight against the occupying Japanese forces. A young woman is the secret leader of the villagers, who plot to rescue two downed Flying Tigers pilots who are currently in the custody of the Japanese. Due to less ships, sailors have to retire and are also disappointed. The laboratory's manager and an admiral are visiting a patient at a hospital and meet coincidentally. The former has a daughter who worries about her father's workload. She asks him to accompany her to a concert. Father has little time, but is convinced for her sake. He is inspired for a ship's design at the performance. The film is inspired by the life of Jo Hiraga.

A tale of two best friends in the WWII era Japan. Takao is a young man enthusiastic about joining the navy to fight for his country. He convinces his best friend Shinji to join him. As it turns out, however, Takao's poor health prevents him from entering the navy while his friend is chosen instead. As time goes by, Takao becomes a painter and changes his mind about the meaningfulness of war and fighting, while his friend goes the opposite path. Meanwhile Takao's sister falls in love with Shinji.
