A flirtatious young woman takes a job in a busy office, where her presence is terribly disruptive. None of the men in the office can concentrate on their jobs while her charms are on display. Of course, she sets her eye on the one man who seems oblivious to her.

When ship's fireman Peter McCabe walks out on his long-suffering wife, he leaves her impoverished, with two young daughters and a boy born soon after his departure. After an absence of fourteen years McCabe returns, sacked and humiliated, trailing trouble in his wake.

A reporter itching to get off the boring gardening "beat" gets a chance to investigate a series of arson fires that have been plaguing the city. He believes the fires are tied into a web of political corruption involving a wealthy businessman, the mayor and the police chief.
