In Arizona in the late 1800s, infamous outlaw Ben Wade and his vicious gang of thieves and murderers have plagued the Southern Railroad. They realize that the men are not deputies and have no intention to bring them to justice but take the stolen gold.

The story quickly takes a rather grim turn when one of Steve's colleagues is shot and killed after selling out to a gang of rustlers. Mistakenly believing he fired the deadly shot, a dejected Steve, along with sidekick Fuzzy, goes to work for Bud's father, a rancher nearly forced into bankruptcy by a crooked land developer.

Thinking Crash dead, Bolton gives the badge away and it ends up with the Sheriff. Crash is OK and the Range Busters know Bolton is the head of the gang but that he gets his orders from someone else and that is the man they want.

In the 18th entry of Monogram's 24 "Range Buster" films, the bank of Gila Springs is robbed by Ace Alton and his gang, and Sheriff Frank Hammond, son of Marshal Jim Hammond, is killed. The Marshal sends for the Range Busters, Dusty King, Davy Sharpe and Alibi Terhune, to come and restore order to the town. U.S. Marshal Tom Logan, posing as a stage driver, is killed during a mock holdup of new arrivals to the ranch. Brenda Amers and Horatio Pennypacker, eastern jewel thieves, bring their loot to Roy Williams, who owns the other half of the ranch as a blind for his gang which resells stolen jewels. Vaughn, the desk clerk, re-cuts the jewels in a secret room in the ice house. Fearing he will be caught, Brenda refuses Williams her stolen diamonds and hides them in a bar of soap.

Munro and his gang control the valley and are driving away all nesters. Johnny arrives, and taking an interest in Barbara McGrail, decides to help the nesters. He receives unexpected help from Barbara's uncle who is posing as Salty Smith, one of Munro's hired guns. Salty thinks Munro killed his brother and is out to get proof.

Jus' travlin', Bob and his sidekick run into the outlaw Jean Le Roque. A miner has found gold and Le Roque not only wants the gold but also the miner's daughter. He captures the miner and tries to get the mine's location from him. He also tells the daughter he will kill her father unless she marries him. After disposing of Le Roque's gang by accidentally setting off a explosive charge that kills them, Bob goes after Le Roque.

A cowboy at a dude ranch falls for the spoiled daughter of a rich guest at the ranch. Later he uncovers a gang of thieves who are robbing the guests.

With the Government Remount Service unable to meet it's quota of horses, Marshal Fred Martin arrives to try and find the rustlers. Apparently just a singing cowhand dressed in white, he becomes the masked Two Gun Troubador dressed in black when he goes after the outlaws. He quickly learns Tex Walters is the leader of the gang but he must find out who is the big boss that gives Walters his orders.

Ambushed by the Vigilantes, a dying friend gets Johnny who was only passing through to take up the fight. To get in with the gang, Johnny poses as an outlaw and then beats them to a gold shipment by robbing the train ahead of them. This gets him invited into the gang. They are all masked and unknown to Johnny, one of them is his brother.

Fur thieves, who murder trappers when they refuse to give up their pelts at a low price, occupy the attention of the Royal Northwest Mounted Police. The leader of the gang is Victor Renaud, also the mayor of the small Canadian town where the gang is headquartered. Lucky Kerrigan is broken from the mounted service for apparent disobedience to orders, which results in the death of a fellow Mountie. Lucky, working undercover, aids the Mounties in rounding up the gang and gains back his uniform, and also the love of Gabrielle Renaud, Renaud's sister who was unaware of his criminal activities.

Rodeo king Bill Hammon invites the owner of a Wild West show to give an exhibition at the ranch. A pair of jewel thieves uses the event to "ply their trade", prompting the show's owner, a radio champion, to go after them.

Black Eagle is based on The Passing of Black Eagle, a short story by O. Henry. William Bishop stars as Jason Bond, who stays out of trouble by the simple expedient of avoiding other people. Unfortunately, the plot dictates that Bond must come into contact with several characters, all of whom end up fleecing our hero in one way or another. Even so, Jason manages to enjoy a brief romance with pretty Ginny Long (Virginia Patton) before returning to his life of carefree vagabondage. A very minor film, The Black Eagle makes the most of its excellent supporting cast, including Gordon Jones, Trevor Bardette, Will Wright and stuntman extraordinaire Richard Talmadge.
