From 1940 to 1944, France's Vichy government collaborated with Nazi Germany. Marcel Ophüls mixes archival footage with 1969 interviews of a German officer and of collaborators and resistance fighters from Clermont-Ferrand. They comment on the nature, details and reasons for the collaboration, from anti-Semitism, xenophobia, and fear of Bolsheviks, to simple caution. Part one, "The Collapse," includes an extended interview with Pierre Mendès-France, jailed for anti-Vichy action and later France's Prime Minister. A German soldier home on leave falls in love with a girl, then returns to World War II.

As the Allied forces approach Paris in August 1944, German Colonel Von Waldheim is desperate to take all of France's greatest paintings to Germany. He manages to secure a train to transport the valuable art works even as the chaos of retreat descends upon them. The French resistance however wants to stop them from stealing their national treasures but have received orders from London that they are not to be destroyed. The station master, Labiche, is tasked with scheduling the train and making it all happen smoothly but he is also part of a dwindling group of resistance fighters tasked with preventing the theft. He and others stage an elaborate ruse to keep the train from ever leaving French territory.

October 1941. Eighteen months into France’s occupation by German troops, young Communist members of the Resistance shoot dead an officer of the German Army. In retaliation, Hitler demands the deaths of 150 Frenchmen, as 'retribution'. The targets are to be mostly young men believed to share the assassins’ political convictions. Most of these men are taken from an internment camp for opponents of the occupation; a 35-year-old French rural administrator is ordered to select the victims.
