A group of small time criminals in 1975 attempt to pull off the biggest heist in American history; stealing over $30 million from the Mafia in the smallest state in the union, Rhode Island.

Carl, a career criminal, receives an early release from prison and immediately begins preparations for his next big heist.

Chick Hewes is released from prison and finds work as an accountant. Two years later, Chick's crooked friend, Benny LaMarr, to whom he is indebted for past kindnesses, steals a diamond necklace from the home safe of the district attorney. When the district attorney threatens to accuse the police of inefficiency in crime fighting, Garvey, who is campaigning for the office of police commissioner, promises to catch the thief in twenty-four hours.

King Kong, a clever thief who steals a cache of diamonds from some gangsters, frames another thief called White Glove for the crime. That's when the bald detective Albert Au, who has been chasing King Kong for quite some time, pairs with the volatile female Superintendent Ho to bring him to justice. The whole film is basically a RED SUN rip-off (but this time the Japanese steal a statue) that has a DJANGO like character carrying a cross that contains a gattling gun.
