A gang of cold-blooded outlaws narrowly escapes a blood-soaked bank robbery in a grimy frontier town. Wes Anderson (Fred MacMurray) is caught cattle rustling and promptly jailed. The public is outraged, but, since Wes always worked at night, they don't know what he looks like. Still, they break into the prison and lynch a hobo they think is Wes, while the actual culprit sneaks off to see his old flame, Rela (Barbara Stanwyck), who has recently taken up with his straitlaced brother, Tom (William Ching). But Tom is envious of his outlaw brother, and he decides to join Wes in a life of crime.

After the North defeats the South, Union Maj. Jeff Clanton heads to Missouri to provide the Confederacy's Quantrill's Raiders a chance to claim allegiance to the Union, thereby clearing their wanted status. But standing in Clanton's way are the corrupt lawmen Joad and Fowler, who would rather keep the men outlaws to collect the reward on their heads. After Joad and Fowler frame Clanton for murder, he manages to escape, becoming an outlaw himself.

Oklahoma outlaw Belle Starr meets the Dalton gang when rescued from lynching by Bob Dalton, who falls for her. So do gang member Mac and wealthy saloon owner Tom Bradfield, who's enlisted in a bankers' scheme to trap the Daltons. Dissension among the gang and Bradfield's ambivalence complicate the plot, as Belle demonstrates her prowess with shootin' irons, horses, and as a surprisingly racy saloon entertainer. Stanley Cox and LeRoy Stanton sell this land to settlers who arrive to find it bone dry, as a dam on the McCall ranch controls the water. Among the settlers are John Dawson and his daughter Connie. The latter goes to the nearest town to take action, but Sheriff Ball tells him there is nothing he can do. Tim falls for Connie but Mike is unimpressed with her charms. While returning from a town dance, Tim discovers Stanton trying to dynamite the dam, and is killed in the ensuing gunfight. Stanton later sends his men to stampede the cattle while he and Cox blow up the dam. Despite the efforts of Mike and Sheriff Ball, the cattle are wiped out and Mike races to the dam and kills Stanton in a gunfight.
