The "badmen" of the title in this average western from Monogram are Waller, a greedy express agent and Banker Jensen, who conspire to separate Bob Bannon from the gold found on his property. Bob's brother Jim and his two pals Whip Wilson and Texas arrive too late to save Bob from the bad guys. Hoping to flush out the killer, Whip arranges to auction off the property.

Summarily accused of murder, drifters Duke (Foran), Pancho (Carrillo) and Andy (Devine) are tossed into the hoosegow, only to be released when their alibi checks out. Far from offended by his ill treatment, Duke agrees to take the job of sheriff, retaining Pancho and Andy as his deputies. The gruesome threesome then sets about to solve a series of mysterious Wells Fargo robberies

Billy the Kid has been wrongfully arrested for robbing a train. In order to prove his innocence, the Kid breaks out of jail and hits the trail to search for the real robbers. Along the way, he discovers that an outlaw band has been impersonating upstanding ranchers.

Eddie and his Mexican friend Ricardo are expelled from college after Ricardo put Eddie in the girl's dormitory when he was drunk. Per chance Eddie gets mixed up in a bank robbery and is forced to drive the robbers to safety. To get rid of him they force him to leave the USA for Mexico, but a cop is following him. Eddie meets Ricardo there, Ricardo helps him avoid being arrested by the cop when he introduces Eddie as the great Spanish bullfighter Don Sebastian II. The problem is, the cop is still curious and has tickets for the bullfight. Eddie's situation becomes more critical, when he tries to help Ricardo to win the girl he loves, but she's engaged to a "real" Mexican, who is, unknown to her father, involved in illegal business. While trying to avoid all this trouble, Eddie himself falls in love with his friend's girl friend's sister Rosalie, who also want to see the great Don Sebastian II to kill the bull in the arena.

In late 1890s Wyoming, Butch Cassidy is the affable, clever and talkative leader of the outlaw Hole in the Wall Gang. His closest companion is the laconic dead-shot Sundance Kid. It's 1873 and the disbanded Texas Rangers have been replaced by the corrupt Texas State Police. Steve Lanning arrives posing as a wanted outlaw to get in with them in his attempt to have them replaced. His inside work helps the Durango Kid break up the State Police raids but he is in trouble when his secret identity as Durango becomes known to them.

The outlaw gangs are robbing the railroads and the Rangers cannot follow them when they move to New Mexico. So Kip decides to take a vacation to New Mexico and, as the Durango Kid, bring Cass and his gang back to justice. But Cass and his gang are killed at the bank in a double cross and Kip must still find the loot. For this, he enlists the help of Tex and Grubstake, although Grubstake does not know it.

Steve Holden and his men successfully raid a wagon train. Among the local ranchers who decide to stop the raiding are Virgil Trent and his daughter Gail. At a meeting, Sidney Padgett, Cannonball and other townspeople conclude that someone is tipping the gang off on important shipments. Trent volunteers to contact the outlaws. He meets Steve and persuades him to cross to the side of the law and protect the ranchers. Steve soon suspects Padgett and tricks him into revealing his identity as the secret leader of the bandits, and in a furious battle between Steve's men and the outlaws, the former win.

Steve Martin is sent to Wild River to recover stolen gold and finds the town is being terrorized by The Hawk and his outlaw gang. The Hawk attempts to murder Sheriff Jack Mahoney and is captured and jailed. Steve helps the Hawk break jail and thus makes contact with the bandit gang. He sends a bungling photographer, Smiley Burnette, to warn the sheriff that the gang plan to rob the express office.

The notorious Dalton Boys have decided to go straight and move to Argentina. Just before they leave, they learn of a friend whose land is about to be seized by a greedy land company. Before they can help, the man is killed by a company assassin. The brothers do manage to rescue his widow and head for the hills. There, they decide to revert back to outlaw life. Meanwhile, a newspaper publisher's daughter falls for one of the brothers.

Lash and Fuzzy come to town to unmask the mysterious outlaw kingpin, El Sombre.

Lash and Fuzzy have been sent to escort the new Governor to the Capitol City. West and his outlaw gang are out to stop them. When Lash's first attempt is foiled, he realizes the Governor's supposedly deaf and dumb servant is the informant and sets a trap for the gang.

Daly expects to be elected sheriff and he and Morgan intend to bring off a final big coup and then disappear. To further their plans, they have local ranchers such as the Bennett brothers killed. Billy Bonney and his friends Fuzzy Jones and Jeff Travis, driving a cattle herd and friends of the Bennetts,engage in a gun battle with the killers that frightens the stage horses. Billy gives chase and rescues Judge Fitzgerald and his daughter Molly. The judge has been sent by Washington's Department of Justice to take over the law enforcement in Lincoln County, but is murdered by the Daly/Morgan henchman. Sheriff Long deputizes Billy and his friends to bring in the killers, but Daly is elected sheriff, and promptly brands Billy, Jeff and Fuzzy as outlaws. Lash goes south of the border looking for a counterfeiter, a kidnapped engraver and his daughter, and the mysterious Frontier Phantom, while Fuzzy St. John studies hypnotism.

Five people have a part of a map leading to Billy the Kid's treasure. When one of them is killed, Rocky Lane has a plan to find the killer.

Whip Wilson has to stop bandits who are trying to take over a stage line.

Steve arrives looking for the person printing counterfeit bonds. He finds his man in Pop Ryland who has two sons and a stepson. The stepson doesn't want to be an outlaw like the other sons and helps Steve out by posing as the Durango Kid when needed and then leading him to the evidence he is looking for.

In this western, the good-guy battles his bad-guy double and his band of outlaws to protect a purty gal's ranch.

Monogram's Outlaws of Texas is surprisingly bereft of the action highlights one might expect from star Whip Wilson. This time, the Whip and his saddle pal Andy Clyde play heroes Tom and Hungry who work undercover to break up a gang of bank robbers.
