A greedy developer, in league with a corrupt Shrine Magistrate, brutally tries to drive people out of a tenement building and destroy the shrine in back. The film consists of re-edited material from the original television series Ultraman. Episodes 1, 8, 26, and 27 were used for the film. They were narrated by Hikari Urano as an "Ultraman Documentary". Allegedly only one new scene was shot, and that some parts of the movie where shot in black and white for unknown reasons. The movie screened at the same time as the Toho movie King Kong Escapes.

Kouta Noda is a 2nd grade high school student at a village. A transfer student, Tendo, from Tokyo becomes Kouta Noda’s classmate. Tendo has a mysterious mood. The two teens becomes friends and spend time having fun, but, one day, one of Kouta's friends disappears. There is a local village legend that one kid will disappear every 100 years.

The urban legend that "Scissors-san", who cuts elementary school students with scissors, appears in Toride, Ibaraki Prefecture, has become a hot topic. Around the same time, fellow junior high school students, Chiba Akira and Minamiki Shuhei of the good friend group "Lemmings", have a plan to regain the days lost by the events that occurred in the summer of the second grade of elementary school six years ago.
