"Basher Bill," a retired prizefighter turned criminal, pretends to reform by joining a Salvation Army shelter in London run by a pious wraith named Elizabeth. Attracted to Elizabeth (although he is engaged to a street girl named Annie), Bill confesses to a bank robbery, has a spiritual revelation, and decides to go straight. His cast-off sweetheart reports him to the police; then, contrite, she warns Bill of the impending danger. Bill is captured immediately, but he escapes and sacrifices his life to save Elizabeth and the Salvation Army nursery when the rest of the gang use them as a human barricade against the police.

Hale is enraged, but his son, Jack, falls in love with Fritzi though he is already engaged to Ruth Stevens, an attractive flapper. When she sees that her plan has caused unhappiness for an innocent person, Fritzi dissuades Jack, who returns to his old sweetheart; she ends up with the mayor.
The Terror
Gunman Chuck Connelly is hired to silence the new district attorney who has been pounding the graft organizations. Chuck goes to the D. But when the doctor tells them she needs an ambulance to the hospital or else she will die, and his co-worker picks up the phone ready to call, the boys bring their guns out. The doctor along with his family are taken hostages, and the boys threaten him to save the girl if they all want to stay alive.
The Face in the Dark
Jane Ridgeway, the daughter of retired Secret Service man Charles Ridgeway, has inherited her father's knack for solving crimes and puts her talent to work when her sweetheart, Richard Grant, is accused of robbing a bank. Her father, now a bank examiner, works in collusion with two thieves who are acquainted with a master criminal known only as "the Face in the Dark." When the evidence implicates her father in the robbery, Jane confronts him, and although Richard is released from jail, Ridgeway escapes. The two crooks lead him to the Face in the Dark, but as the two men are shaking hands, the place is raided by Secret Service agents who arrest the mysterious criminal and congratulate Ridgeway for his fine detective work. Jane is happily reunited with her sweetheart and her father.
