This movie is very different from the previous TV specials (Dragon Ball Z: Bardock - The Father of Goku and Dragon Ball Z: The History of Trunks), as it is a look back at what had happened in Dragon Ball Z in 1993. In this film, which is believed to take place some time around the 25th World Martial Arts Tournament, Gohan and Goten are having a hot bath outside in the middle of winter. Goku (who is still dead) suddenly appears in front of his sons with the help of his Instant Transmission, and joins them in the tub. While there, the three Saiyans reflect back on the events that occurred during the Cell Games. Inside the house after Chi-Chi appeared, Goku tells his sons about Pikkon and the Other World Tournament. Later, the four members of the Son family appear dressed nicely. Gohan says that the adult division of the Tournament will begin this next year (in 1994), and the special comes to an end.

But understanding does not bring peace, and after another argument with some of his shipmates, Shinn heads ashore to clear his head. There he meets a beautiful girl, and watches her fall into the ocean. He dives in to rescue her, and in turn then must wait to be rescued. Meanwhile, the Alliance Forces gather, along with their Orb Allies, to launch an attack on ZAFT. The Minerva scrambles and prepares for battle. But unknown to either side, far beneath the waves, another group is going to try to put an end to the fighting.

Baldr and his men carries Delphine back to the kingdom after discovering Rygart. Borcuse orders the attack on the capital without waiting for the others to rejoin. Sigyn makes a weapon using Athenian's golem parts. Narvi finds her surviving men and return to protect the capital. Cleo decides to go back and hugs Sigyn good bye. Borcuse's army manage to break the Krisnan's first defense line and the battle moves into the streets. Sigyn's men manage to find Delphine and repairs it while its automatic cooling system is still operating. When the Delphine cools, Rygart leaps to defend the kingdom and fought Borcuse. Sigyn delivers the make shift weapon to Rygart and he initially unable to fight Borcuse because he is too fast but when Borcuse's Golen's leg cracks, Rygart damages it. Borcuse comes out of the cockpit and use his handgun to shoot at Rygart replaying Girghe's last moment. Rygart kills him and Borcuse's army lost. Zess upon hearing Cleo's escape decides to find her.

Hayato's home city is under attack from a gigantic robot. His parents are lying dead in the rubble and the only remaining friend is his dog. Karasuno High School made it through the Miyagi prefecture preliminaries for the Harutaka Volleyball Tournament, which was crowded with strong teams, and advanced to the third round by defeating Hyogo Prefecture representative Inarizaki High School, which was considered one of the favorites for the championship. Their opponent, Nekoma High School, used to have a rivalry with Karasuno, and although their interactions with each other decreased at one point, after Hinata and the others joined the club, they once again became good friends, working out together at training camps and practice games. The battle is called the "Battle at the Garbage Dump" because of the "crow" and "cat" names in the school's name.
