Fukasaku's film is a work of great delicacy with moments of hypnotic beauty, and his tender direction, often touched with a sense of wonder, fills the screen with lovingly constructed scenes. At its heart is the poignant situation of the women who must sacrifice their normal relationships to live an ambiguous life in which they are a key part of society while being kept, for the most part, on its periphery, like perpetual mistresses.

One year ago, Yūta lost his father from a car accident. Now in the 6th grade, Yūta goes to catch a beetle at a dam on a deep mountain. Yūta often went there with his father. About 150,000 illegal entrants live in Tokyo. They are not recognised as refugees and live in poor conditions. To protect themselves, the illegals create a secret organisation. The organisation has a bank which Japanese Financial Services Agency is not involved with, a hospital that is not authorized by Japanese Ministry of Health, Labour, and Welfare and an illegals police force called "Dias Police." The only police officer in the organisation is Saki Kubozuka (Shota Matsuda). His age and nationality is unknown. Saki Kubozuka does not speak much, but he has a warm heart and strong sense of justice. He takes care of the weak and tries to maintain public order.
