A woman decides to take money from her wealthy mother to pay her gambling debts, but discovers that the contents of her mother's safe has already been stolen.

Small town politician and banker Brent Warren is responsible for a murder, but only George Roan is sent to the gallows for it. Roan, however, is resuscitated after he is hung and proceeds to secretly haunt Warren's life. District attorney Cullen Grant is sure that Warren was behind the killing and has him arrested. Warren's fiancee, Dare Keeling, also happens to the Grant's ex-sweetheart, and she believes in his innocence. Her brother, Larry, however, isn't so sure and he goes to work as Warren's secretary.

To pay off a large debt, a 21-year-old Quebecer leaves to sell Christmas trees in the Bronx, with a young French activist as his teammate.

As 85-year-old President Lorenzo Snow struggles to vanquish the two million dollar indebtedness of the Mormon church in 1899, he feels inspired to journey from Salt Lake City by train and carriage to St. George in southern Utah. Along the way he witnesses the effects of severe drought. The next day, in the St. George Tabernacle, he receives inspiration that by paying tithing, the "windows of heaven" will open, pouring out blessings. He promises the people that they can plant crops and rain will come, then continues to preach tithing as he returns home where he awaits favorable weather reports from St. George.
