Toichi is a boatman who ferries the villagers to a town on the other side of the river. Besides rowing a boat for the villagers all day long, he barely communicates with anyone except Genzo, a young neighbour. Upstream, a large bridge is being constructed. Everyone is excited, but Toichi has mixed feelings about it. One day, Toichi meets a mysterious girl. Having no family and no place to go, Toichi lets her stay with him, but this encounter starts to bring about changes to Toichi's life.

THE DEVIL DANCER was highly praised at time of release for its exquisite cinematography, especially in the use of light and shadow. The film received an Academy Award nomination in this category. After two-month-old kitten Chibi-neko is abandoned by her former owners, she is found by 18-year-old Tokio. Chibi-neko soon falls in love with Tokio. In her own mind, Chibi-neko is a small human who speaks in human words, although people only ever seem to hear her meow, and she believes that all humans were once kittens like her. A stray cat tells Chibi-neko of a paradise called Cottonland, where dreams can come true.
