Wayne Adams is murdered in a Barbary Coast saloon and gambling hall in San Francisco in 1880, and his sister, Julie, enlists the aid of the district attorney, Michael Lodge, in gathering evidence in which to convict the owner of the gambling house of the crime. In order to do so, Julie poses as a dance-hall-girl, and soon finds herself in a dangerous situation.

Night Waitress
Helen Roberts, who's on probation, goes back to work as a waitress at Torre's Fish Palace, a San Francisco waterfront dive. The customers are low characters trying to make time with Helen and ex-rum runners trying to make a dishonest dollar. Pier 23 was one of three hour-long mysteries produced by Lippert Productions for both TV and theatrical release. Each of the three films was evenly divided into two half-hour "episodes," and each starred Hugh Beaumont as San Francisco-based amateur sleuth Dennis O'Brien. In Pier 23, O'Brien first tackles the case of a wrestler who has died of a suspicious heart attack after refusing to lose a match. He then agrees to help a priest talk an escaped criminal into returning to prison. The film's two-part structure leads to repetition and predictability, but it's fun to watch TV's "Ward Cleaver" making like Philip Marlowe.

Mr. Wong finds two captains with the intial J in the case, neither being quite what he seems; there's fog on the waterfront and someone still has that poison-dart gun...
The House Without a Key
A Pathe serial in ten chapters of two-reels each: Dan Winterslip, a wealthy man in Honolulu, has not spoken to his brother, who owns a hotel next to Winterslip's estate, in over twenty years. Minerva, sister to the estranged brothers, comes from Boston to try to reconcile the two men. John Quincy Winterslip, Dan's nephew, receives a letter instructing him to retrieve a box from an attic in San Francisco and dump the contents into the ocean. He is on board a ship bound for Hawaii in which other passengers are also after the box. Dan Winterslip is murdered. Charlie Chan, a Chinese detective, offers to help solve the killing and the mysteries surround the box. Chan is looking for the person whose wristwatch is missing the number 'three.'
