The series is based on the manga Tokusatsu Gagaga, a comedy manga by Tanba Niwa. Tokusatsu Gagaga series follows Kano Nakamura, an office lady played by Fuka Koshiba, who is secretly a tokusatsu otaku, a toku-ota. She lives her life by the code of tokusatsu heroes and often envisions herself as one as a means to make it through her daily struggles.

Co-produced by Jack's company and CBC in Vancouver, the show showcased Canadian and international rock acts, along with comedy from Danny Wells, Peter Cullen, Sally Sales, and the Famous People Players. Don Kelley served as executive producer, Riff Markowitz as producer, and Mark Warren as director.

Tony Rosato and Robin Duke wrote scripts at the beginning of the show as they had before, until quickly leaving to write and perform for Saturday Night Live. The appeal of SCTV Network 90, however, doesn't only come from the writing, but from the sheer wit of its legendary stars.
