Helen Roberts, who's on probation, goes back to work as a waitress at Torre's Fish Palace, a San Francisco waterfront dive. The customers are low characters trying to make time with Helen and ex-rum runners trying to make a dishonest dollar. Some of the latter, including Helen's unwelcome suitor Martin Rhodes, are after a mysterious, valuable hidden "cargo"; when violence erupts, Helen finds herself innocently involved, and is soon on the run from both cops and crooks.

In fact, none of these teens looked close to being teenager. And, to make it worse, one of these pseudo-teens looks silly, as he's supposed to play a guy who is a biracial Latino--but this effect was achieved by painting his skin--it's quite obvious. And, oddly, some times he is a lot more black-looking than others!!

The Hellcats are an all-female gang bent on bucking authority and terrorizing the schools by doing things like having a bad attitude toward their teachers and parents. When Joyce, a new student, moves into the neighborhood, she draws the attention of The Hellcats. The film is a study of Anton Szandor LaVey, leader of a cult of devil worshipers in San Francisco. He and his Church of Satan are shown performing a black mass, in which a nude woman serves as an altar and a boa constrictor wraps itself around a naked witch. Newsreel footage is included in which LaVey's neighbors are interviewed about the lion which he kept in his house until complaints resulted in the animal's removal to a zoo. The ideology of the Church of Satan is discussed--guilt rejection, sexual freedom, and self-indulgence.

"Bronc" Talbott, a newcomer, makes a play for Jeff's girlfriend, Lisa Vernon. Eventually, the taunting-Talbott forces Jeff into a race which results in the death of a bicycling child, and evidence seems to indicate Jeff was at fault.
